Joan Ruggiero, a Dorchester real estate agent that got caught up in Michael David Scott’s web of greed, is headed to prison for nine months. The Boston Globe ran a piece today entitled “Accomplice in Dorchester condo fraud gets nine months in prison“. I wrote an overarching piece back in June entitled “Michael David Scott, a story of greed“.
I just checked Joan’s license on the Massachusetts Board of Registration of Real Estate Brokers and Salespersons site and I noticed that her license is still listed as “Current”. It looks like there was a prior suspension but she’s free to practice real estate sales in the Commonwealth of Massachusetts. That’s a bit mind boggling, isn’t it? A similar concern emerged in the case of Michael David Scott; his Massachusetts real estate broker’s license wasn’t suspended until Jessie Cuddy of Boston Bayside Properties filed a complaint with the Board.I know Joan through my real estate sales career. She’s a tiny but gruff woman who would hear me but wouldn’t listen to me during our conversations. She had a penchant of hanging up the phone on me in the middle of a conversation with no warning except for a quick “bye”. She may’ve also worn too much make up. But, you know what, I still like Joan.
Joan and I have done at least one deal together during my real estate career. Maybe more? I forget. The last deal that we did together was back in 2011. She was the listing agent of 11 Euclid Street, Dorchester. It was an ugly house with beer cans strewn all over the place. I represented the buyer and I negotiated a good deal for him. He bought Euclid Street for $141,000 and I helped him sell it for $335,000 in 2012 after he completed a beautiful rehabilitation.Joan Ruggiero is seventy-eight years old now. I understand that she’s guilty of a serious crime but I don’t think that she’s a threat to the general public. Sure, we all know the saying “you do the crime, you do the time” but the caveat should be that the criminal should be less than seventy-five years of age. I don’t know, seventy-eight years old just seems to me to be too old to go to prison. But who am I to judge, right?
